Housing and Emergency Assistance

The Damien Center offers two systems for housing and financial assistance: long-term assistance through our Tenant-Based Rental Assistance (TBRA) program and short-term assistance through our Direct Emergency Financial Assistance (DEFA) program. To apply for either program, clients must be active for 60 days.

Tenant-Based Rental Assistance (TBRA)

Clients may apply for Tenant-Based Rental Assistance through a referral from their Care Coordinator. Once their application is received, a panel consisting of peers, Care Coordinators, our Housing Coordinator, and HOPWA partners meet to assess the needs of each applicant. Applicants must demonstrate true need and opportunities, potential, and plans for future self-sufficiency.

Once approved, each Tenant-Based Rental Assistance client must attend at least one class from each of the ten Building a Future series.

Our Tenant-Based Rental Assistance helps approximately 70 people per year by providing referrals for quality housing.

Direct Emergency Financial Assistance (DEFA)

DEFA provides short-term assistance with rent, utilities, and incidentals. Incidentals are one-time emergencies (like glasses, prescriptions, dental care, car repairs, etc.) that will likely not emerge again within the next year. To apply for DEFA, clients must have a referral from their Care Coordinator. Once their application is received, a panel consisting of peers, Care Coordinators, our Housing Coordinator, and HOPWA partners meet to assess the needs of each applicant. Applicants must demonstrate true need and opportunities, potential, and plans for future self-sufficiency.
